1.1 General - to exchange information on new counter pollution techniques for responding to oil and chemical spills;

1.2 Oil Appearance code

- to examine and report to BONN 2002 on the outcome of the programme of further work for the validation of the Oil Appearance Code resulting from a workshop to be organised by the Netherlands taking into account the results of Bonnex 2001, and to contribute to its implementation

1.3 Analysis of oil spills
(no lead country) - to examine progress with regard to statistical methodologies.

1.4 Remote Sensing Techniques
- to exchange information on new R&D developments, including on satellite remote sensing.

1.5 Promotion of further development of equipment for identification in darkness and bad visibility
- to continue to exchange technical information.

2. Technical and operational means for dealing with incidents

2.1 General
- to develop further technical and operational means of action against operational and accidental spills.

2.2 Chemicals
- to review the needs and update the relevant Bonn Agreement information as necessary.
- to contribute to the finalisation of draft safety guidelines for aircrews surveying chemical incidents as prepared by France, including guidance on protection measures.

2.3 Oil, especially the combating of heavy fuel oil spills - to examine further information provided by Contracting Parties (and implications of the information presented at the 3rd IMO R&D Forum on this issue, and the EC Seminar) on the combating of heavy fuel oil spills (and spills posing similar combating difficulties) in order to identify possibilities for developing further technical and operational means of action against such spills.

2.4 Safe Havens
(Germany/France)

- to contribute to the developments as appropriate with regard to options to improve the availability of "safe havens" (e.g. review Chapter 26).

3. Reporting on surveillance

3.1 Report on surveillance during 2001
(Secretariat)

- to discuss the 2001 results of the aerial surveillance programme on the basis of the draft Report on Aerial Surveillance 2000, drafted by the Secretariat including data – submitted by Contracting Parties in accordance with the reporting format agreed by BONN 2000 and further clarifications of OTSOPA 2001 – on: (1) national flights; (2) Tour d’Horizon; (3) CEPCO flights; (4) slick positions and characteristics.

(Secretariat) -to examine a proposal from the Secretariat for a common map with the HELCOM area;

(Denmark) -to examine a proposal from Denmark, in consultation with Germany, Norway and the HELCOM Secretariat, for a common reporting format by 2004.

3.2 Tour d’Horizon results
(lead country for aerial surveillance) - to discuss the compilation report of TdH observations of oil slicks near offshore platforms during 2001 prepared by the UK.

3.3 Satellite surveillance - to examine a draft reporting format on satellite surveillance results prepared by the UK in consultation with Denmark, the Netherlands and Norway.
- subject to the discussion on the reporting format, to consider what new reporting procedure to recommend to BONN for adoption.

4. Reporting on exercises - to examine reports of exercises held since OTSOPA 2001.

5. Information on pollution incidents - to exchange relevant information on recent incidents.

6. Review of Manuals and Handbooks - to take account of the accession of Ireland in any review

6.1 Bonn Agreement Counter Pollution Manual - to continue the review of the relevant chapters of the Manual taking into account, inter alia:

- means to make the manual more operational;
- further EC developments with regard to the CIS;
- updating of "national" chapters.

6.2 Aerial Surveillance Handbook
(the Netherlands) - to finalise and adopt the revised Handbook prepared by the Netherlands on the basis of the outcome of OTSOPA 2001 and additions/comments from Contracting Parties received by 1 September 2001.

6.3 Manual Oil Pollution at Sea – Part 2 - to review new information in relation to this Manual as appropriate.

7. Planning of Activities

7.1 General
(Planning Team) - to examine and discuss any proposals of the Planning Team.

7.2 Flight Programme - to draft a flight programme for 2003.

7.3 Exercises and Training - to exchange information on national training programmes.
- to review the situation with regard to the exercise programme for a five or six year period.

8. Accession by Ireland - to consider any practical and technical implications for the Bonn Agreement area.

9. Relations with other International Organisations - to contribute to the further development of the co-operation between the Bonn Agreement, OSPAR and HELCOM on issues of joint interest.
- to be informed of developments in other forums which are of relevance to the work of OTSOPA.

10. Traffic Information Systems (EC) - to exchange relevant information.

11. Draft Work Programme 2002-2003 - to draft a work programme for 2002 – 2003 with a view to its adoption by BONN 2002.
