Surveillance (both from aeroplanes and satellites) is an important part of the work of maritime pollution remedy and prevention. It helps locate oil spills and other threats. The knowledge that regular observation is carried out helps deter vessels and offshore installations from breaching the internationally agreed anti-pollution rules and standards.
Chapter 4 (Surveillance) of the Bonn Agreement Counter-Pollution Manual sets out the agreed procedures of cooperation in surveillance.
The Aerial Surveillance Handbook sets out more detailed guidance, in order to establish a common basis for collecting information.
The Bonn Agreement collects, collates and publishes annual reports on aerial and satellite surveillance. The following are available on this website. Earlier reports (from 1986) can be obtained from the Bonn Agreement Secretariat:
