Super CEPCO 2025

In November 2025 The Netherlands organized a Super CEPCO (Co-ordinated Extended Pollution Control Operation). The mission of the operation was to monitor vessel traffic in the Dutch North Sea area, verify compliance to MARPOL discharge regulations, and improve co-operation between member states of the Bonn and HELCOM Agreement

The base for the operation was Amsterdam Airport, the Netherlands. Six Contracting Parties from both the Bonn Agreement and HELCOM participated in the campaign.

During the operation, one pollution was detected and independently observed by two separate flights. The observations were assessed and reported in accordance with established procedures.

EMSA satellite support was also provided during the campaign, and all relevant images were utilised in support of the aerial surveillance activities.

In total, a combined flight time of 32 hours was logged over the area of operation. Persistent fog conditions affected the campaign and resulted in the cancellation of two planned flights from a total of twelve.

Despite challenging weather conditions, the campaign was considered successful in terms of operational performance and cooperation among the participating member states. All collected data was successfully reported to the operation’s office.
